In a pot, sauté chopped onion and minced garlic in butter until softened. Add chopped okra to the pot and cook until tender. Gradually whisk in the cornmeal mixture, stirring continuously to avoid lumps. Pour in vegetable or chicken broth, stirring constantly. Cook on low heat, stirring continuously until the mixture thickens. Season with salt and pepper to taste. Continue cooking until the Cou-Cou reaches a smooth and thick consistency.
