Rub the fish fillets with this mixture and let them marinate for 15-20 minutes. Heat mustard oil in a pan and add the marinated fish fillets. Cook on medium heat for a couple of minutes on each side. Pour water into the pan, cover, and simmer until the fish is cooked.
