Soak the rice in warm water for 30 minutes, then drain. In a large pot, heat vegetable oil and sauté the chopped onion until golden. Add the cubed lamb or chicken to the pot and brown the meat on all sides. Stir in grated carrots, ground cumin, ground coriander, salt, and pepper. Cook for a few minutes until the carrots are tender. Add the drained rice to the pot and stir to coat the rice with the meat and spices. Pour in enough hot water to cover the rice by about an inch. Bring to a boil. Reduce the heat to low, cover the pot, and simmer until the rice is cooked and the liquid is absorbed. Fluff the rice with a fork, cover, and let it rest for a few minutes.
