Process until well-mixed. Transfer the mixture to a bowl and add chopped water chestnuts and green onions. Mix thoroughly. Place a spoonful of the filling onto a gluten-free wonton wrapper. Gather the edges of the wrapper and gently pleat them, leaving the center open. Repeat with the remaining wrappers and filling. Steam the siu mai in a bamboo steamer or any steamer for about 12-15 minutes, or until the filling is cooked through. Garnish with pea shoots or cilantro.
